The definition of “low risk substance” was introduced by the Regulation (EC) 1107/2009 in Article 22: plant protection products including low risk substance will expose human and animal health and environment to low risk. The definition of “basic substance” was introduced by the Regulation (EC) 1107/2009 in Article 23. This category includes those substances that are not potentially dangerous and do not possess an intrinsic capacity to cause endocrine disrupting, neurotoxic or immunotoxic effects. They are not placed on the market as plant protection products, but are nevertheless useful for this purpose applied directly or in a mixture with a diluent.
This category of substances also includes foodstuffs, i.e. any processed substance or product, partially processed or unprocessed, intended to be ingested, or reasonably expected to be ingested, by humans.
